
Rebecca Tulloch Foundation was founded in 2018 by Mr. Paul W. Peynado-Westcarr as a charitable 501 © (3) organizations. Mr. Peynado-Westcarr was born in Linstead, St. Catherine, Jamaica. He currently serves as, President/CEO, ATP2 LLC, 2009 to present. Started consulting firm with a focus on logistic/administrative services to government, prime contractors, and corporate clients nationally. Oversees daily operations, strategic planning, administration, business development, HR, negotiations, and program management. Manages over 700 employees. President, American Federal Contractors, 2003 to 2009. Promoted to direct all operating functions for this US Government contractor which provided administrative/operating support. Oversaw strategic planning, finances, multisite project management, policy/program development, staff of 450 and $35M P&L. COO/CFO, Office of Attending Physician (OAP), 1994 to 2003. Recruited to direct seven healthcare clinics including pharmacy, laboratory, radiology, and physical therapy departments. Ensured the medical welfare of the US Congress/Supreme Court. Earlier: Served Honorably, in the United States Navy. Oversaw various duties including Hospital Corpsman, Healthcare Administrator and was awarded numerous commendations throughout his military career.
